"couldn't be downloaded" error when you download a file or a program in Internet Explorer 11 [MS]

Important: The Internet Explorer 11 desktop application is retired and out of support as of June 15, 2022 for certain versions of Windows 10.

The Internet Explorer 11 desktop application will progressively redirect to the faster, more secure Microsoft Edge browser, and will ultimately be disabled via Windows Update. Disable IE today.

Symptoms

When you download a file or a program in Internet Explorer 11, the file download may fail. In that case, you may receive one of the following error messages:

This file couldn't be downloaded.

This program couldn't be downloaded.

Resolution

Update information

To resolve this issue, install the most recent cumulative security update for Internet Explorer. To do this, go to Microsoft Update.
